About the organisation
The Ministry of Environmental Protection and Regional Development of the Republic of Latvia (hereafter – the Ministry) has a vast experience in long, medium and short term development planning, implementation and monitoring at different governance levels. Among others the Ministry has:
- participated in establishment of common state development planning system;
- prepared and/or participated in preparation of national level development planning documents. Prepared different territorial development support instruments, provided assessment and evaluation of implementation of national development planning documents and support instruments;
- provided methodological support to planning regions, local municipalities and local communities in preparation of development planning documents as well as assisted planning regions and municipalities in activation of local resources and relevant stakeholders;
- evaluated integrated development projects of local municipalities; etc.

Project partner role in the project
During the project the Ministry will take responsibility for implementation of the following actions:
(WP 2e) “Preparation of education materials”
The Ministry will prepare sets of materials/ methodological guidelines regarding development planning at village level. This activity includes activation and engagement of stakeholders, community, planners, politicians, civil servants, based on existing knowledge and experience;
(WP3b) “Education of e.g. stakeholders, planners and politicians”
The Ministry plans to organise various workshops/ interactive seminars regarding development planning at community level, with involvement of local community, different stakeholders, planners and politicians, using the prepared education materials under the activity WP 2.
(WP 4b) “Identification of best practices e.g., handbook, guidelines (incl. long term management)”
The Ministry plans to organise a survey regarding the results achieved in the pilot areas (incl. gathering information and preparing the analyses). The activity will result in the preparing of a handbook or improving the methodological guidelines (based on particular cases) regarding development planning at village level in conformity with municipalities’ development planning documents.
(WP 4c) “Dissemination of best practices e.g. handbook, guidelines (incl. long term management)”
The Ministry plans to disseminate the prepared handbook / methodological guidelines, to organize an international level conference and to review national development planning documents and legal acts if relevant. Providing that village plans fit in common development planning system and is respected.
Benefits from participating in the project
The project results will give contribution in the review of Regional Policy Guidelines for 2013 – 2019 and preparation of new Regional Policy Guidelines post 2019. The project will also contribute to improve the territorial development planning process including society involvement in territorial planning and implementation.
